Docker Image for scala-sbt

This provides a combination of scala and sbt versions.

It has been taken exactly as it is from https://github.com/hseeberger/scala-sbt⁠, just the combinations have been different.

Base has been updated to: openjdk:8-jdk-slim The combinations can be seens as scala-sbt version in release tab.
