⁠Node-Chromium

If the name wasn't obvious, this docker image bundles nodejs (from the official node container), along with chromium.

Chromium is either installed from stable, or from snapshot, depending on the tag.
Once installed, the resources directory is removed (which provides the inspector/devtools pane, which we will not be using in headless mode).

Tag structure in this repository follows nodeversion-chromiumversion pattern.

The CHROME_BIN environment variable is set to make the chrome command available to node test runners.

Default user is node, uid 1000, with a home at /home/node.
