After you have pulled this image, to run it you must add the following port binding option to the docker run command:

-p <chosen host port>:5000

flask runs by default on port 5000, and you must map the container port 5000 to any chosen port on your host machine. So, if you wanted to run the image mapping port 1234 on your machine to the container's port 5000 the command to run the image would be:

docker run -p 1234:5000 beatrix1997/flask_web_scraper:{tag name}
