Linux set up for GAMS. Latest pull is the stable one, other tags will be for testing.

Linux set up for GAMS. Currently the image is set up for GAMS 24.8.5 and Ubuntu 16.04.2 LTS Xenial. Included are tools from https://github.com/geoffleyland/py-gdx
Python 2.6 and 3.6 are both installed.
Other tags will be for other versions of GAMS and Python tools that I will be testing.
24.9-gdxpds is running Python 3.4 with Ubuntu 14.04 and https://github.com/NREL/gdx-pandas
