⁠Utility Docker AWSCLI

The purpose of this repository is just to provide a base image for Bitbucket Pipelines that require access to the AWS CLI tool. These pipelines will be doing things like uploading to S3, using Cloudformation for infrastructure deployments etc. By having a separate image, it means we don't have to independently install the AWS CLI in every pipeline that requires it.
