⁠PostGIS testing environment with PKI

This testing environment was developed for Boundless Desktop internal integration testing, it provides a PostGIS service with test PKI certificates.

A pre-configured PostGIS enabled DB named opengeo is also created.

WARNING: this environment is for testing purposes only, it is highly insecure by design and it is not meant to be used in production!
