⁠Base container for Radeon Instinct MI100s

This container includes ROCm, pytorch, hipblaslt, hipblas common, rccl, triton, and ck flash attention. Built on top of ubuntu 22.04 for the MI100 gpus. It's the base container I use for building vLLM and other applications.
