tag 3 contains a version 2.1.2 of flappie along with updated models for direct RNA sequencing and for run-length encoded models to be run with runnie.

It was not possile to make the runnie basecaller within flappie for reasons unknown but it seems there is the original problem of making flappie where library plugins are placed in an non-default place and so they cannot be found when making.
