calpolydatascience/data301-jupytertext repository overview

Docker image based off of Tensorflow notebook. Minor change includes addition of jupytext extention. Docker builds previous to 4.0 are using older calpolydatascience/data301 notebook as base. Updated to standard jupyter/tensorflow-notebook for security and application updates.
