Here is a deterministic and automated building process to get the Bitcoin binaries for windows, all you have to do is to use the following command line:
mkdir $HOME/dist && \
docker run --rm -it -v $HOME/dist:/dist canercandan/bitcoin-win64-builder-base
and you will get the following binaries into your $HOME/dist folder:
# tree $HOME/dist/
$HOME/dist/
├── 64
│ ├── bitcoin-0.9.99-win64-setup.exe
│ ├── bitcoin-cli.exe
│ ├── bitcoin-qt.exe
│ ├── bitcoin-tx.exe
│ ├── bitcoind.exe
│ ├── test_bitcoin-qt.exe
