Starting from the circleci/node image, I've updated some packages and tooling and instantiated a skeleton React app. This is intended to be a portable and replicable development environment for quick iterations of React apps with TypeScript.

TODO: Add TypeScript types packages, convert to .ts files, make sure tooling support is sufficient for use as a dev environment.
? include a Compose file for a mongo/express backend ?
