Istio's standard proxy_init image (https://hub.docker.com/r/istio/proxy_init/) redirects both all inbound and all outbound traffic to the sidecar Envoy proxy. This image only redirects outbound traffic. Inbound traffic is already filtered by Cilium: https://github.com/cilium/old_pilot_repo/pull/1
