Small basic Jupyter image with Python 3 kernel

Jupyter with Python 3 kernel in a very small Alpine image. Most Jupyter docker images I had seen around are well over 1GB and includes a lot of things you don't really need, so I decided to create a simple basic image with just what is needed to run Jupyter and Python 3.
