⁠Drone Pipeline Init Plugin

This plugin should be used as the initial step of a drone pipeline.

It performs the following steps:

1. Is the current push a release candidate?
2. Does a docker image already exist for this git hash
3. Re-tag existing docker image if one was found and we're working on a build candidate.

The plugin will then create files in the .pipelines/ folder that should control the flow of the rest of the build.

For example if a docker image was already found we don't need to re-build and test so a .pipelines/stop_all file is created which will prevent all subsequent drone steps from running (they will execute and immediately exit with a 0 code)
