Service that takes the pulses of listed endpoints and notify others when status change.

Bind /impulse/hosts/ and provide 2 files:

• hosts that list the endpoints to check (1 per line, method required)
• endpoints that list the endpoints to notify (1 per line, method required)

The image will check every minute and will send a POST request to the endpoints in /impulse/hosts/endpoints when status of checked endpoints changes.
