czmaddog/postgresrdkit repository overview

Pretty much taken from informaticsmatters/rdkit-cartridge-debian⁠, only instead of relying on distribution version of Postgres I used PGDG⁠ repository for latest version(s). Also I build purely the cartridge, no Java or Python wrappers here, so the size is smaller.

⁠How to run:

It is the same as with official Postgres image⁠, only difference is default encoding which is se to UTF8. And the presence of RDKit cartridge of course.
