Allows UniFi device discovery across L3 networks

This is a containerized version of bahamas10's unifi-proxy server.js: https://github.com/bahamas10/unifi-proxy It allows UniFi device discovery across L3 networks, e.g. to establish a "direct connection" in the iOS UniFi Protect app to a UNVR or UDMP that is in a different subnet/vlan.
Create a packet JSON string using one of the two methods below.
Option 1: Using client.js directly: Follow the instructions in the readme: https://github.com/bahamas10/unifi-proxy to generate a packet JSON string using client.js.
Option 2: Using the unifi-proxy-client Docker container: https://hub.docker.com/repository/docker/delroy666/unifi-proxy-client
Pass the packet JSON string as the value of a UNIFI_PACKET environment variable to this container, wrapped in single quotes. The application listens on UDP port 10001.
