For woBase version you should start container using external base (ipv4_db.csv or/and ipv6_db.csv), for example:
docker run -p 8080:8080 --mount type=bind,source=ipv4_db.csv,target=/app/ipv4_db.csv dgolodnikov/ip-geo-api:1.2-woBase
