Google Cloud Pub/Sub Emulator. Removing the x86 warning on an arm64 mac since 2024.

A simple docker image that takes Google's gcr.io/google.com/cloudsdktool/google-cloud-cli image and starts the pub/sub emulator.
Most importantly, it doesn't give an x86 warning on an arm64 mac.
