For creating the azurelinux distribution it is first required to create a build system toolchain and this is done inside an azurelinux container. Since this container doesn't exist, initially you can use Ubuntu or Fedora to build it. Here you will find a tag for the version based on Fedora, and soon one based on azurelinux.
