The same 19 rules as the VS Code extension, in a container. Mount a folder on /work.

• Checks the statement file open in the editor and names every missing section, finding by finding, on the line it belongs to
• --rules lists every rule

• Sweeps every locale and sub-site statement in the workspace and writes one dated report with a per-file verdict
