⁠Pekko Migration Gate — Akka BSL licence check

Pekko migration check: Akka 2.9.x is BSL 1.1 until at least 2026-10-23, Akka 2.8.8 until 2027-10-28 — each Akka release has its own Change Date.

The same 9 rules as the VS Code extension, in a container. Mount a folder on /work.
