PostgreSQL upgrade 14 → 17: finds the SQL and config lines that PostgreSQL 15, 16 and 17 removed, with the fix on each line

The same 21 rules as the VS Code extension, in a container. Mount a folder on /work.

• Lint the open .sql, .conf or .tf file against 21 PostgreSQL 15, 16 and 17 removals, with the line number and the fix on every finding, in VS Code or the web page, no key.
• --rules lists every rule

• Scan every migration in the workspace at once and export one upgrade-blocker report (Markdown + CSV) to attach to the upgrade ticket.
