bitbucketpipelines/scala-sbt:scala-2.12 to update sbt and scala versions

Docker images with sbt and scala. Latest will have the latest sbt and scala versions with an image based on openjdk 8.
Other images will have the version on tags as the base image, for example sbt-1.3.13-alpine is based on openjdk8-alpine and will have scala-2.13.7 and sbt-1.31.13.
