Harness STO Global Configuration Manager

The purpose of this container image is to provide a structured approach to managing and handling the various CLI arguments and configurations for different Harness STO scanners. The output of the script will return a list of CLI arguments as well as optional support for removing files from a repository. This process is hierarchical which means a layered approach can be applied to support the various layers of Harness structure (Account->Organization->Project->Pipeline).
