⁠Base image for research PACS based docker containers

This image provides a start image that includes pr2mask, a software to create PACS ready data based on input (DICOM) images and masks.

The image contains python/conda and pr2mask. Image-based AI cores can use this base-image to perform inference on medical images and to create structured and secondary image reports for PACS systems.
