hereblur/gsutil-utf-8 repository overview

Same as gcr.io/cloud-builders/gsutil included locale en_US.UTF-8.

Original gsutil from google is not support locale en_US.UTF-8 and failed to rsync with non-ascii filename on cloudbuild.

Dont forget to provide environment var LANG=en_US.UTF-8.
