⁠UEFI shim reproducible build container

This is a trivial Docker container preinstalled with the toolchain for building the UEFI shim⁠. Its only purpose is to provide a reproducible build environment for the iPXE shim⁠ as required by the shim review process⁠.

The container is built from the GitHub repository ipxe/shimbuilder⁠.
