ivly-gobl-latex development container image for local use with VS Code or within CI pipelines

CI/development image for gobl.latex, a pure Go library that
renders GOBL invoices into LaTeX source using bundled KOMA-Script templates.
PDF compilation via pdflatex is the responsibility of the consuming
application (see ivly-printer) and is intentionally not part
of this image.

Local development: Open the project in VS Code with the Dev Containers extension.
devcontainer build runs through docker buildx. A multi-arch builder needs
to exist and be active before building. Create it once per machine:
docker buildx create --name gobl-latex-multiarch --driver docker-container --bootstrap --use
Verify with docker buildx ls (the gobl-latex-multiarch row should be
marked * for active and running). If the builder already exists, a single
docker buildx use gobl-latex-multiarch is enough.
Without an active buildx builder, make build-ci fails with ERROR: no builder "<name>" found.
