⁠Base image containing the JETSCAPE and X-SCAPE pre-requisites

The Docker image version numbers here are unrelated to JETSCAPE and X-SCAPE release versions.

jetscape/base:v2.0 is currently tagged as stable and is recommended for JETSCAPE 4.0.2 and X-SCAPE 2.1.

⁠v2.0 (recommended for JETSCAPE 4.0.2 and X-SCAPE 2.1)

• Uses Alma Linux 9 as the base image.
• Provides multi-architecture support for AMD64 and ARM64.
