Referencing this issue https://github.com/gogits/gogs/issues/3454⁠ to take advantage of this feature: ./gogs admin create-user --name=user4 --password=mypassword [email protected] --admin=true i.e. creating the admin user from the cli after starting gogs with install_lock = true to override default setup.
