Since there was a CVE on OpenSSL, and I needed to use a newer windows version this is the build

Create a folder called openssl and then create a dockerfile in that folder and add the following lines
mkdir openssl/openssl
# Set the base image to Ubuntu
FROM ubuntu
# Set the working directory to /root/openssl in the image
WORKDIR /root/openssl
# Get the latest updates and install the needed packages
RUN apt-get update && apt-get install -y build-essential checkinstall zlib1g-dev git mingw-w64 zip
# Remove existing openssl before build
RUN apt-get remove openssl -y
# Get the OpenSSL Branch code from github and Cross-compile for the 64bit windows target
RUN git clone --branch openssl-3.1 https://github.com/openssl/openssl.git ; cd openssl ; ./configure ;./Configure --cross-compile-prefix=x86_64-w64-mingw32- mingw64 ; make ; make install
Create a shell script in the root openssl folder and add the following lines
nano buildOpenssl.sh
#! /bin/sh
docker build -t jmandoo/openssl:latest .
docker run -it --rm -v /root/docker/openssl/openssl/:/openssl/openssl openssl:latest cp ./openssl/apps/openssl.exe /openssl/openssl/
docker run -it --rm -v /root/docker/openssl/openssl/:/openssl/openssl openssl:latest cp ./openssl/apps/libcrypto-3-x64.dll /openssl/openssl/
docker run -it --rm -v /root/docker/openssl/openssl/:/openssl/openssl openssl:latest cp ./openssl/apps/libssl-3-x64.dll /openssl/openssl/
make it executable
chmod +x buildOpenssl.sh
Execute buildOpenssl.sh
./buildOpenssl.sh
Wait for it to compile and afterwards the 3 needed files for windows are located in the ./openssl/openssl folder
