Shared Python 3.12 Alpine base image for the api projects service stack.

The image includes:

• Python 3.12 on Alpine
• uv
• timezone and certificate packages
• common FastAPI runtime dependencies
• MongoDB, HTTP, finance, Google Sheets, and TEFAS-related Python libraries.

This image is intended to reduce repeated build time across the extracted services by providing a common runtime layer they can all inherit from.
