⁠Tensorflow compile images

Tensorflow devel gpu image for compile. Includes two kinds of image:

• compile-2.2-gpu is devel gpu image
• bazel-files-2.2-gpu contains all dependency produced by bazel sync

⁠Dockerfile

⁠compile-2.2-gpu

It comes from official Dockerfile⁠, with several changes:

• numpy's version must be 1.18.5 or lower, see: issue⁠, pull request⁠
• ARG CHECKOUT_TF_SRC change to 1, after clone tf code finished, switch branch to r2.2
• assign 1 to ARG USE_PYTHON_3_NOT_2

⁠bazel-files-2.2-gpu

It contains a tarball named bazel_files_gpu.tar.gz which consist of tf dependency code package produced by bazel sync. It just for compile tf in offline environment.
