A diesel cli docker image with a sensible size

This repository hosts the Dockerfile used to build the diesel CLI.
This Dockerfile move the result diesel binary to a smaller debian image
s.t. it downloads faster in tester's computer / CI environment.
This image is intended to be used against another db container, or as part of a docker-compose file.
For example, to connect to another postgres container in the network diesel
and run migration:
> docker network create diesel
