Modified tomcat that copy configuration from the following paths:

/opt/tomcat/bin -> /usr/local/tomcat/bin /opt/tomcat/conf -> /usr/local/tomcat/conf /opt/tomcat/lib -> /usr/local/tomcat/lib

Image also has a clean webapps folder.
