Run the container passing 1 argument with the path to the file

docker run --rm -ti luiszbm/stategroup http://endereco.url.com/arquivo.csv

Or mount a volume and pass the path to the file

docker run --rm -ti -v /filesfortest:/tests luiszbm/stategroup /tests/conteudojson
