Created Fossil SCM docker images based on Fossil's tags.

Build fossil version from source and then builds a new image using the compile fossil. Runs

/usr/bin/fossil server --port 8081 /opt/fossil

/opt/fossil is a volume

Running docker run --rm -d -p 8081:8080 -v /home/mek/fossils:/opt/fossil matkovach/fossil:trunk will give you a running "repolist" scm image.

Suggest running behind a Nginx Proxy for SSL at this time.

SSL configuration will come later.
