Motioneye in docker with support for NVENC

Motioneye version 0.4.2 with motion 4.4.0 Built on Nvidia's cuda image as a base to enable NVENC encoding. Tested on unraid to work with h264 nvenc. For some reason hevc nvenc does not appear to work.
