ROS2 rolling debug built created for testing purposes.

The entry point allows calling ros2 cli directly. For example:
docker run --rm -t miguelbarroeprosima/rolling_debug launch_test --package-name test_launch_testing C:\ros2-windows\src\ros2\examples\launch_testing\launch_testing_examples\launch_testing_examples\check_multiple_nodes_launch_test.py
The default cmd launches a powershell session with the ros2 overlay loaded.
It's also possible to launch a cmd session with the overlay loaded doing:
docker run --rm -it miguelbarroeprosima/rolling_debug cmd
