⁠Public CI dependency base

Extends netzon/netzon-docker-blocks-runtime with publicly available development and CI dependencies: .NET SDK 11.0.100-preview.7.26381.103, Node 26.8.1, Bun 1.4.2, Playwright 1.63.0 Chromium headless shell and native libraries, Docker CLI 29.7.2 with Buildx and Compose, MinIO client, PostgreSQL client, Git, Bash, and build tools.

Includes public NuGet and frontend package caches and the EF CLI. Package seed manifests contain public dependency names and versions only. Custom application patches must be applied in your private workspace.

No custom application source, application assemblies, generated frontend assets, configuration, credentials, or customer data are included. Add your own application in a separate image.
