⁠Web API using .NET Core

Template with default webapi project with modifications to appsettings.json:

1. add console logging
2. add urls so webapi can be accessed at either HTTP or HTTPS, port 5000 or 5001, respectively

⁠Tags

1. Use 6.0-alpine for Linux Alpine with ASP.NET 6.0 runtime
2. Use 5.0-alpine for Linux Alpine with .NET 5.0 SDK
3. Use 5.0-nanoserver-1909 for Windows 10 Build 1909 / Windows Server 2019 with .NET 5.0 SDK
