⁠gitlab-runner with docker

The official gitlab-runner⁠ image does not have docker in it. Hence if you are running gitlab-runner in a container, it cannot execute tasks that require docker. This image addresses those issues by bundling docker as part of itself and by changing severa settings that allow the docker inside this container to seamlessly talk to the docker on the underlying host.
