⁠Base image for PDF Generation

The purpose of this is to not have to rebuild Chrome each time we want to update the PHP app.

Includes all dependencies required by laravel to create PDFs using Google Chrome.

⁠Chrome directories

Chrome will make files in /.local on each request. I think this is different than the User Data Directory⁠. This image creates that file and chown's it to www-data, which is the web user that will create the Chome instances.

Chrome also makes /tmp/Crashpad. This temp directory can be created on demand.
