⁠Docker image based on debian

This docker image is meant to be used as a base image for other docker doclets.

The trusted build can be found at : https://index.docker.io/u/rawdee/debian/⁠

It extends the debian base image by configuring APT et DPKG in order to reduce disk size and update the system

It also declare the default locale to be C.UTF-8 and sets the debian frontend as 'noninteractive'
