⁠Scala Build Tool development environment for docker

Docker files for creating an sbt environment for Docker. The image is published on my Docker Hub repo: https://hub.docker.com/r/rdaneel/sbt/⁠

Runs sbt initialize under /opt/scala/projects/. Mount a project in a subdirectory of /opt/scala/projects/ and start a container to build from that path.

Runs as root user for now.
