A dummy http server. Useful when creating ECS Fargate Service with non zero desired task.

When constructing an ECS Fargate with a desired count greater than zero, we can use this dummy HTTP server image to stabilize the service. When you have your pipeline setup and the application is ready, the task definition will be overwritten with the correct image information.
HTTP_HOST - The host of the dummy server. The default value is localhost. Overridden to 0.0.0.0 in most cases.
HTTP_PORT - The port of the final application. Useful so that you don't have to change health check configurations.
