Ubuntu 16.04 with CUDA 9.0 (my GeForce 940MX refused to work above version 9.0), cuDNN7.2.1.38, OpenCV4.0.1 (GPU), Dlib 19.16 (GPU), Tensorflow 1.19 (GPU), Qt5, Python3+iPython+Jupyter+etc and a lot of other useful stuff for computer vision.
*Update: now the normal user can install stuff using sudo powers without the need of a password... be careful where you start your container because it will mount that directory automatically ;)
To run the image with access to your webcam and X11 display:
docker run --rm -it --runtime=nvidia \
--user $(id -u):$(id -g) \
--group-add video --group-add sudo \
-e DISPLAY=$DISPLAY -v /tmp/.X11-unix:/tmp/.X11-unix \
--device=/dev/video0:/dev/video0 \
-v $(pwd):/tf/notebooks -p 8888:8888 \

I suggest adding this alias to your .bashrc file:
