rightscale/ops_os_base repository overview

A base Ubuntu 14.04 Image with local configuration to support apt repos removed except for the 'main' security repo, and periodic updates enabled so we consume the security repo. All further consumed images should be consumed from this base image. Contact Ops for questions or concerns.
