google or-tools docker image usage

⁠Objective

為了讓 tripool-dispatch⁠ 可以在docker container 上運作，於是參考 google or-tools 的 https://github.com/google/or-tools/tree/stable/tools/docker⁠) 建立屬於 alpine 版本的 image。

⁠版本

會隨著 or-tools 版本更新，目前是 7.4 版。更新後， tripool-dispatch⁠ 的版本也需隨之更新
